Insight Into Indian States

India is a quasi-federal nation comprising of 29 states and 7 Union territories. This characteristic is enshrined in the seventh schedule of the constitution, which lays down subjects on which the Union, the States or both can make laws. While the Union list enunciates important subjects, States too have considerable stake in dealing with areas like agriculture, rural development, health, education, roads, electricity etc. through State and Concurrent list.

In this context, States assume special significance as laboratories of policy making and implementation. However, at the same time it is said that India is a country with many successful experiments that do not attain scale. A part of the reason is that the ideas, innovations and practices, whether successful or not so successful, are hardly shared amongst states.

Thus, it is not surprising that some states are able to achieve better public policy outcomes and better models of governance while others continue to languish. The 12th Five Year Plan only advances this concern and harps on inter-state synergies to enhance the quality of outcomes.

Therefore, CUTS has embarked upon the Project `Insight into Indian States` or `I3S` which aims to create a user friendly and interactive web portal presenting a comparative and impartial view of successful and not so successful policies and practices across the federal structure of the country.

A comparative analysis of development initiatives in the area of Non-farm livelihood across Assam, Odisha, Rajasthan, and Karnataka marks the onset of the portal. This list of States will expand just as focus on areas like Electricity Regulation, Water Utilities, Road Safety, Public Service Delivery and Public Service Distribution to name just a few.
